In 1654, Richard Thurley designed and financed the construction of a bridge over the Newbury river in Massachusetts Bay Colony. The General Court of Massachusetts declared: “Richard Thurley, having built a bridge at his own costs over the Newbury River, hath liberty to take toll so long as he maintains the same.” It became the first legally implemented toll bridge in America.
