The term ‘Enemy of the People’ refers to the ‘enemies’ that act against the society, similar to the phrase ‘Enemy of the State’ who is against the government. The term originated during the Roman times and ‘hostis publicus’ was the term used for the same. There is also a play called ‘An Enemy of the People’ by Henrik Ibsen.
