The word ‘Duma’ means a Russian assembly having legislative functions. It comes from the Russian verb ‘dumat’ which means ‘to think’. The first Duma (State Duma) was instituted by Tsar Nicolas II in 1906 only to be dissolved eleven years later during Russian Revolution. In Swahili, the word Duma means ‘cheetah’.
