The District of Columbia was originally a big diamond carved out of Maryland and Virginia. The city of Washington was created in 1791 to serve as the new capital of the United States. (later, the Virginia portion was returned to Virginia in 1871). This is how Washington D.C (District of Columbia) came to existence. It is a federal district and hence not part of any U.S. state.
